As per the Policy of Government of India for PSEs, a separate “Vigilance Department” headed by Chief Vigilance Officer has been set up in KPL. The Vigilance department in KPL is functioning not just as an Investigating Agency for punitive action but as a preventive/proactive agency which propagates the concept of “Vigilance for Organisation growth” with emphasis on Transparent Systems/Procedures and strives to bring about qualitative improvement in the functioning of the Company. The main objective of Vigilance Department in KPL is to enable officers in the company to take decisions quickly and in a transparent manner to the utmost benefit of the Company in terms of Quality, durability and Financial gains. The major functions of Vigilance Department relates to handling and investigation of complaints received from aggrieved unsuccessful contractors/vendors, individuals, Ministry of Shipping and CVC and also complaints by private individuals against employees.
In addition to investigation, the Vigilance Department in KPL also undertakes scrutiny of works contracts/major purchases pro actively in order to suggest improvements in the systems.
The Vigilance Department in KPL advocates officers/employees “Don’t Violate Rules/ Guidelines / Procedures and be transparent in your regular functioning and continuously innovate to achieve Company’s Vission, Mission & Objectives”.
The Chief Vigilance Officer in KPL provides advice to the management to bring about changes in the systems & procedures proactively and on the basis of investigation carried out to bring about Qualitative improvement in the functioning of the Company. He also acts as a link between the Company and Ministry, CVC, CBI and other PSEs on Vigilance matters and for sharing of Qualitative initiatives suggested and implemented in the Company. The Vigilance Officer function under the direct control and overall guidance of CVO. The officers in the department provide assistance to the Department Heads and Officers in interpretation of CVC, CTE organization instructions/guidelines/circulars. The Vigilance department functions as a link between CTE’s organization in responding to the observations/remarks made on Intensive examination of Works/Purchase contracts by CTE’s officials and provides a balance for providing effective replies to CTE queries/observations on contracts awarded by KPL directly and through consultant.
